SMS Parking Payment - General Parking Zones

After sending a correct SMS message, you will receive a reply SMS with details. This message is a valid confirmation that the parking has been successfully paid.

Yes. A few minutes before the time expires, you will receive an SMS reminder so you can either extend the parking or remove your vehicle.

If the message contains spaces, symbols, or other errors in entering the license plate number, the system will automatically send a reply notifying you that the message was not correctly generated, along with an example of a correctly formatted message.

If you do not receive any response, or you receive a message that the system is not functioning, parking must be paid in an alternative way — via a digital ticket (available at kiosks) or through the mobile application.

It is important to note that parking is not considered paid simply by sending an SMS message. The ticket is considered purchased only if the system explicitly sends a reply message confirming successful payment, containing the vehicle data, zone, and parking duration. The user is obliged to check whether the confirmation has been received.

Daily Parking Ticket - General Parking Zones

You can buy a daily ticket at all designated kiosk locations or by sending an SMS with the vehicle license plate number to the number 14513.

No. The daily ticket is digital and linked to the vehicle’s license plate number, so there is no need to leave anything visible inside the vehicle.

No. The daily ticket is valid exclusively for the Yellow Zone and cannot be used in other zones (Blue, Red, Purple).

The daily ticket is valid only for the day it was purchased, within the applicable charging hours.

Digital Parking Ticket - General Parking Zones

At any sales outlet that displays a notice that it sells DPT – most commonly newsstands, kiosks, and markets near the zones.

The digital parking ticket is automatically linked to your vehicle’s license plate number and is immediately visible in the system – which means that parking control can easily verify the status of paid parking.

The user is required to keep the slip and receipt as proof of payment, in case of a possible complaint.

The digital ticket is purchased at kiosks and designated sales outlets. After entering the zone, period, and vehicle license plate number, the ticket is automatically activated and visible in the control system.

If you enter the wrong license plate number, the purchased ticket will not be valid for your vehicle. Therefore, it is very important to carefully check the data on the slip you receive immediately at the time of purchase.

If you notice an error, contact the employee at the sales point immediately so that the ticket can be canceled and corrected. Subsequent correction is not possible, so it is important to verify the data right after purchase. After cancellation, you will be issued a new correct ticket for the amount already paid.

Subscription Parking Ticket

The application and documentation can be downloaded and submitted in person at the premises of Parking Service Herceg Novi (4 Trg Maršala Tita), or simply filled out online on this page.

You can, but the subscription ticket is not valid outside the assigned micro-zone. In that case, parking is charged according to the valid price list.

No. The subscription ticket allows parking within the assigned micro-zone, but it does not guarantee a free spot.

The subscription ticket is billed monthly, valid from the first to the last day of the month. The usage period is defined by the contract between the user and Parking Service Herceg Novi.

For the first purchase of a subscription ticket, the user must be present in person in order to sign the contract and verify documentation. Once the subscription ticket is activated and entered into the system, the user can make payments electronically for each following month, according to the conditions defined in the contract.

Legal entities can also pay subscription tickets via wire transfer (bank transfer), in accordance with the agreed conditions and deadlines.

Changes are made by signing an annex to the contract and in accordance with applicable rules and the availability of zones. A change is possible only if the user qualifies for a new zone or conditions, and not solely on the basis of an individual request.

In case of late payment, the subscription ticket is deactivated in the system, which means the user loses the right to use parking until the outstanding obligations are settled.

Parking Zones - general parking areas

The user is given a period of 15 minutes from the moment of parking to get informed about the payment method and purchase a parking ticket. After this period, the vehicle is considered parked without a valid ticket and is subject to inspection.

No. SMS payment works exclusively with numbers from mobile operators in Montenegro (m:tel, Telenor, One). Sending SMS messages from abroad or while roaming is not possible.

No, there is no grace period. After the paid time expires, the user must immediately extend the parking, if the time limitation of the zone allows, or remove the vehicle from the parking space.

A daily ticket payment order may still be issued if the user sent an SMS or purchased a digital parking ticket, but the license plate number was entered incorrectly (e.g. wrong letter or number, incomplete registration, missing diacritics, confusion of letters and numbers), or if the payment was made for the wrong zone. In such cases, the user should immediately contact Parking Service Herceg Novi to check and possibly cancel the order, in accordance with the valid regulations and procedures of the Company.

Parking Service Herceg Novi does not provide refunds in cases where the user makes an error when paying for parking services (e.g. incorrect license plate number, wrong zone selected, wrong amount, etc.). The user is solely responsible for the accuracy of the entered data and is obliged to check all information before purchasing a parking ticket.

Special Parking - Under Barriers

Payment is made at the self-service station upon exiting the parking area – in cash or by card, depending on the location.

Charging prices vary depending on the operator. Public stations managed by Parking Service use their own system, while private locations (hotels, gas stations) may have different conditions and payment methods.

The most common connector types are:

  • Type 2 (standard connector in Europe)

  • CCS2 and CHAdeMO (fast charging, available at selected locations)

The use of the special parking lots is at the vehicle owner’s own risk. Parking Service Herceg Novi does not assume responsibility for possible damages, thefts, or losses that may occur while the vehicle is in the garage, except in cases where it is proven that the damage was caused by employee negligence.

Users are obliged to respect all posted notices, traffic signals, and markings. Parking is allowed only in designated spots, and each parking space is intended for one motor vehicle. The maximum permitted vehicle height is 2.05 meters, and movement inside the garage is limited to a maximum speed of 10 km/h. Parking in reverse is recommended.

It is forbidden to park outside designated spots, in driveways, in places reserved for persons with disabilities or electric vehicles (unless the vehicle is using the charging service). It is also forbidden to enter vehicles without license plates, cargo vehicles, trailers, buses, as well as vehicles carrying hazardous materials.

Additionally, in the garage it is not allowed: leaving non-operational vehicles, refueling, repairs, washing vehicles, smoking, leaving waste, or conducting any commercial, promotional, or advertising activities without prior approval of the Company.

Pedestrian movement under and around entry/exit barriers is also prohibited.

No. Parking is at the user’s own risk and does not include insurance of the vehicle or items inside it.

Yes, the special parking lots are covered by video surveillance for monitoring purposes, but this does not imply responsibility for damage caused by third parties.

Special Parking - Garages

Charging is done per hour, according to the valid price list of Parking Service.

Yes, it is possible to pay both in cash and by card at the self-service station.

Yes, there are 2 stations (Type 2) available, which allow simultaneous charging of 4 vehicles.

The charging service is billed separately according to the valid tariff.

Users are required to independently check prices, charging conditions, and other relevant details directly with the operator responsible for the specific EV station – whether it is Parking Service Herceg Novi or private operators (hotels/gas stations).

Vehicle Relocation Service

If you suspect that your vehicle has been relocated, call 19800 for confirmation and further details.

You can retrieve your vehicle at the impound lot on Druga Dalmatinska Street, Igalo, after prior confirmation and contacting the competent service. Payment is made on the spot.
